Leavitt told reporters that the idea has been proposed by the industry, but is not something the president of the White House have an opinion on, Reuters said.
In late February, United's chief executive officer Scott Kirby proposed the merger between the two carriers in a meeting with President Donald Trump, the news outlet said, citing two sources.
United, American did not immediately respond to' request for comment.
